Windows Firewall / ICS Service

I receive the following error when I go to Control Panel > Windows Firewall.
It informs me the service is not running, and asks me if I would like to
start it, I click Yes.

I then get the following error:
Windows cannot start the Windows Firewall/Internet Connection Sharing service

I then decided to go and check my event logs, and I find the following that
seems related:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7023
Date: 1/12/2005
Time: 8:06:32 PM
User: N/A

Description:
The Windows Firewall/Internet Connection Sharing (ICS) service terminated
with the following error:
An address incompatible with the requested protocol was used.

It also comes back as Error 10047 when I attempt to start the service in the
Computer Management control panel, stating An address incompatible with the
requested protocol was used.

NEVERMIND:
The following fixed my problem:
Start/Run --> cmd.exe

and then, in the command prompt, type:

netsh.exe winsock reset

and hit Enter

If that doesn't cut it, try this one

It happened after I removed adware using MS Antispyware
