Windows Explorer won't let me open pop-ups

For some reason, starting yesterday at some time, whenever I click on
a pop-up or open up a new window by clicking a link under internet
explorer, the window comes up, but it is blank. The windows "work
icon" in the upper right corner moves, but the web page does not come
up.
Everything works fine if I open up a second instance of windows
explorer, but if I click on pop-ups or on any link that opens a second
window, it just doesn't work. I've unloaded my pop-up blocker
software, rebooted a bunch of times, but nothing is working.

Anyone have any suggestions?

Hi Todd,

See if this helps:

Close Internet Explorer and Outlook Express if either are open.

Start/run "regsvr32 urlmon.dll" (without the quotes)

Control panel/Internet options/programs tab, click on "reset all web
settings"

Reopen and retry the links in Internet Explorer and Outlook Express.

I have the same problem and this didn't work for me. Even if I right click
on a link and select Open Link in New Window. The new window never gets
content. I have to press Stop and then Refresh and then the page is loaded.

Do you have any other ideas on how to fix this?
