Windows Explorer Restarts

XP Home: ahnytime I click on 'My Computer', 'Windows
Explorer' or 'Internet Explorer' explorer closes and
reopens and the program selected does nothing.????

If explorer doesn't run I can't start a run, there is no autorun, the
internet doesn't start. I am writing from another PC
