I have 3 user accounts on my computer. When I login into
user "dale," windows explorer opens showing the system32
folder. This does not happen when logining into the two
other user accounts.

How do a prevent Windows explorer from launching at login?

This can be due to an invalid item in the Startup settings.
Applications that start with this account can be found here:
- the WIN.INI, section [windows], entries "run=" and "load="
- the Registry keys
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
- the folders
C:\DOCUMENTS AND SETTINGS\ALL USERS\START MENU\PROGRAMS\STARTUP
C:\DOCUMENTS AND SETTINGS\{username}\START MENU\PROGRAMS\STARTUP
