Apparently, you have installed something that is not Vista compliant. I
suggest you go back to a Restore point prior to you doing any recent
installs of non Vista compliant software.

I ran sfc /scannow. in the end. the report said "windows found some
problems and was unable to fix them". the log file cbs is to big to copy
paste the contents here.

Isn't that "iefm2.dll"? Isn't that "Free Download Manager"?

What happens if you turn that off or uninstall it?

If the TakeOwn route does not appeal to you, you should consider the options
for Repair you can get from the Recovery Options. Press F8 repeatedly during
the 'black screen' portion of a restart, after the BIOS screen. Systems with
Vista Business are usually supplied with several recovery methods.

Vista problems - appcrash several times a day. SFC fails for fix corrupt
files. I have completely reinstalled my Vista Home Premium with microsoft
teir 2 support monitoring the process and taking system snapshots to try to
diagnose the issues.

SFC / scannow fails

Microsoft tech finally blamed this on the OEM's modification of Vista. I
ran the OS file checker SFC.exe as per microsoft's instruction. It failed
on my PC and every PC i have tested this on in the stores, on new notebooks
of various manufacture.

I am disapointed that Microsoft has not fixed this serious problem and that
the attitude of the 2nd leve support is that its an OEM problem not theirs.

Try it:

run the command consol cmd.exe in administrator mode (righ click cmd.exe in
the startup window.
At the prompt sfc /scannow

C:\Windows\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
Verification 99% complete.Windows Resource Protection found corrupt files
but was unable to fix some of them.
Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example
C:\Windows\Logs\CBS\CBS.log

Why should I spend my hard earned dollars on a product that does not run
correctly?
