Windows Explorer errors when starting XP Home Edition

Operating on a Dell 2.0 Ghz desktop pc with 20 GB hard drive. I reviewed the
info in the support center and the items there are not the problems I am
encountering.

The error is occuring when I boot up the pc. It says "Windows has
encountered an error. Sorry for the inconvience." It does not matter which
button on click on cause when I do it just takes me to a blank screen and
just sits there.

Not even the windows bar at the bottom occurs so this means I can't even
reinstall windows because the help topics always say click Start...

Anyone have any ideas? Thanks, Harold
