Windows doesn't recognize external USB Hard drvie

I run WinXP Home on a Dell Dimension 440 Desktop. Until
recently, Windows, upon starting, would automatically
recognize an external hard drive connected via USB 2.0.
Now it sometimes fails to do so but usually responds if I
disconnect and reconnect the hard drive.
When it does recognize it, it seems to have to scan all
the filenames on the hard drive and then opens a window
asking me whether I want to open MusicMatch, etc.
What is the likely cause and remedy?

Cause: Windows XP.
Remedy: Upgrade from Windows XP to Windows 2000.
