Does this always take so long or is this having some dependencies that
make it hang if not fullfilled ? (network connection or other issues
?)

The rest of the update runs fairly speedy, however this part is a
pain.
 
Depending on the build configuring the Desktop can take longer than
installing the software. On the latest build the OOBE is very lengthy. How
long are you talking about?
