Windows Defender Question

I have Vista Business. I have tried to kill Defender by both disabling the
service and stopping the other part from running at startup (through the
registry entry in Run). However I still get a popup saying a startup program
is being blocked? It's an ATI Control Center and perfectly fine.

What have I not done to totally kill Windows Defender?

You haven't reformatted your hard disk and you haven't installed XP or
Linux instead of the Vista Virus you currently have installed.

First of all, it sounds like firewall block to me and we get an ATI
Control Center warning on one of our XP installs.
Otherwise, you too can go fukk yourself!

Firewall is off, Defender has been disables by all means suggested.
Yet the warning message in the icon try persists.
Maybe Defender is not defeatable!!
