Windows Defender... Again?

Forgive my stupidity but in Windows Defender (Vista Business), using
Software Explorer, how do I tell Defender to stop blocking a startup (in the
registry Run key) program I know
is safe to run?

I find it curious that there are many programs listed in Software Explorer
under Classification as "Not Yet Classified" that are allowed to run. The
program I want to allow to run is also classified as Not Yet Classified but
is blocked. How does one determine the different classes of "Not Yet
Classified"?

Selecting a program in the left pane gives me the description in the right
pane but there's no way to tell WD that the program in question is okay. Is
this a gpedit.msc setting
(group policies)?

I find Defender very puzzling.

Could it be UAC that is causing the problem?

One difference in programs that are blocked versus programs that are not
blocked;

Any 3rd party program that installs itself to the startup folder will be
blocked. This is for protection against malware installing itself.

Take ownership of the executable. Right click the setup file and unblock
it. If that doesn't work see if the security center has put a shield
icon on the task bar. Right click it, open the list of blocked programs
and click the one you want to start. PITA, but Vista believes in security.

Sorry I wasn't very specific...right click the setup file-click
properties-click unblock. If you are denied, click properties again,
click security, click advanced. give yourself full ownership.
