Windows Defender not loading

On starting the computer (windows vista) I keep getting this error message re
Windows Defender: Application failed to initialize: 0x800700c1.

What do I do? Do I need to download the latest version or is there some
other way to cure the problem?

I would appreciate any help or advice.
