Windows Defender error code 0x800106ba

I've spent the last several hours trying to figure out how to fix this. I've
tried all of the support documents I could find including KB 931949. I
cannot unisnstall defender, as it doesn't show in my uninstall area, even
when using appwiz.cpl etc. and I can't install it, since I'm using Vista
Ultimate. When I try it tells me that Vista already has it. I've tried
EVERY solution several times in the document mentioned above including using
the regsvr32 command. Some of the work, and some of them tell me that the
particular model (initpki.dll) failed to load. PLEASE someone help me, as
it's causing problems with other problems. Incidentally I'm using Norton IS
2009, and even with this turned off it doesn't work.

I'd also appreciate it if I could get the answer sent, or at least
notification at my regular E-mail. (e-mail address removed)

Hello Tom:

Before Vista, Windows Defender had been an option with the Windows XP
version of OS. However, Windows Defender is now a /permanent/ feature
within Vista.

Although it's a moot point, does an overwhelming reason exist why you
would like to uninstall your Windows Defender from Vista?
I'd also appreciate it if I could get the answer sent, or at least
notification at my regular E-mail. (e-mail address removed)

Thanks for the reply, but unfortunately it does not help with the problem,
but instead explains something that I already knew. My problem is the error
code, and how to fix that. Evidently for whatever reason Defender HAS been
removed, or at least corrupted, and I can't find a way to either re-install
it, or fix it. I'm looking for a solution to this situation if anyone has
one. At this stage, I may have to rebuild my machine, which obviously is
something I'd prefer not to do.

Norton probably disabled it if it provides antispyware feature.
If so, you can turn Defender off.

Try running the System File Checker to see if that resolves the issue:
Start, Run, type "sfc /scannow" without quotes and hit OK.

The 2009 McAfee, Norton, Symantec, etc. anti-malware suite product for
Windows Vista disable Microsoft Windows Defender to improve system
performance. Windows Vista users who have installed these products should not
enable Windows Defender

If that 'error' message appears, disable Windows Defender from startup
(Start \ Run \ msconfig),

or if you wanna enable Windows Defender, go (Start \ Run \ services.msc) and
then turn off automatic scanning (in Windows Defender)

Like yourself i'm having bother. I have McAfee There must be conflict
between the two, so i have just disabled it for the time being by-

Start/Run/msconfig and unticking the defender box

Dear two Collie Tom,
I'm a dutchman so i don't know all the words in english. But I found a
solution
Log in asadministrator\then execute msconfig
select systemconfiguration select "Computerbeheer" Select Services
Then you see Windows Defender (ServiceName:WinDefend path:
C:\Windows\System32\svchost.exe -k secsvcs)
change type of starting: choose Automatic (but delayed)
then restart computer and all is fixed.
Don't choose Automatic as you get a faultreport
