Is it possible when buying Windows XP (or any
Windows/Office) in one language, i.e. German to change the
language to English without having to purchase and re-
install Windows (or Office) in English.

Hi Christopher,

No, except for the fairly expensive MUI (Multilinguil User Interface)
versions for corporations.
