Windows Control Panel: Where is it?

I've just read something that references a "Windows Control Panel". Not the
Control Panel on the Start Menu with Display, Sounds, Mouse, etc. This
appears to be a control panel for Windows itself.

Is there such a thing, and if so, how do I open it? Tried XP Help but the
two hits in the Knowledge Base that seemed to reference this return Cannot
display the page when I click the link. Thanks in advance for any help.

What is it you hope to accomplish in this control panel? Having no idea what
it is you speak of, and I'm pretty sure I've opened everything one can find
on an XP system - some by mistake actually - I can't think of anything else
called control panel?

Whaere did you read this? Have a link to it? There's only one Control Panel
that I know of, and it's the one with Display, Sounds, Mouse, etc.
 
We just started using a new java-based program and it's causing copy and
paste problems with our primary java-based program. I'm researching the
problem.

I found a Sun document with the following: The default cut/copy/paste
actions do not work. It works if the "Java plugin Console" is opened by
default. This should be set to "Show Console" in the Windows Control Panel
"Basic" tab. In this case the "Java Console" opens automatically as soon as
the plugin is loaded. With this work around, the applet need not be signed to
allow cut and paste, which itself is an xxxxx bug.

Also, when I search Windows Help, I find the following topic: PRB: ODBC Icon
Does Not Appear in Windows Control Panel

So, that's why I'm looking for the WCP and why I think it exists. Does this
help any? (That is, help you help me?)

There is only one Control Panel and you've got it!
 
a.. In Opera you can view it with Tools | Advanced | Java Console. You
also have to turn on the console with task bar Start | Control Panel |
Java | Advanced | Show Console.
a.. In Netscape, you enable it with: | Advanced | Enable Java. You
also have to turn on the console with task bar Start | Control Panel |
Java | Advanced | Show Console.
a.. In Firefox, you enable it with: Tools | Options | Web Features |
Advanced | Enable Java. You also have to turn on the console with
Windows Start | Control Panel | Java | Advanced | Show Console.
a.. In Mozilla, you enable it with: Edit | Preferences | Advanced |
enable java You also have to turn on the console with task bar Start |
Control Panel | Java | Advanced | Show Console. You also have to turn
on the console with Tools | web development | java console .
a.. In Internet Explorer, you enable it with: Tools | Internet Options
| Advanced | Java Sun | Use Java (pick latest) . Do not use the MS
JVM. You also have to turn on the console with task bar Start |
Control Panel | Java | Advanced | Show Console. You view it with:
Tools | Sun Java Console.
a.. In Java.exe it is enabled by default; you turn it off by using
javaw.exe instead. You also have to turn on the console with task bar
Start | Control Panel | Java | Advanced | Show Console.
a.. In javaws.exe, Java Web Start, you must start javaws.exe. Then
