Windows cannot start, the file l_intl.nls is corrupt or missing

I cannot load windows, even in safe mode, and get the error message 'Windows
cannot start, the file l_intl.nls is corrupt or missing'. How can I fix this
problem?

Can I overwrite the corrupt file with a new file from another computer or
are they system specific?

Any help would be greatly appreciated.

*.nls files are language files. All of these files are the languages that
XP supports. I.e. Regional and Language Options in the Control Panel.

I think that l_intl.nls is for the default XP international languages that
you see in Regional and Language Options.

See this and substitute l_intl.nls for C_1252.nls in all the instructions...

c_1252 is the code table for Western European (Windows)
