Windows could not start because....l_intl.nls

Hey,

Just reinstalled windows, got this error upon restart:

Windows could not start because the following file is
missing or corrupt:
\windows\system32\l_intl.nls

I've tried copying the file from my cd and a friend's
computer, yet the error message still appears. I should
mention that most of the time, the error message is more
often something about Bad Disk. Ctrl+Alt+Del Restart.

Any suggestions?
