Windows Cannot Find...

I cannot open most programs directly through shortcuts or
double clicking in Windows Explorer, How can this be
fixed? I've downloaded some utilities but cannot open
them.

Have you tried reinstalling the applications. Have you made sure your
antivirus software is up to date and run a virus scan on your system?

Most programs or all shortcuts?

If this happens for all shortcuts [.lnk files], download and apply the LNK file association fix from MVP Doug Knox's site:
