"Windows cannot access the specified...." - HELP!

OK, this is crazy. On a Windows XP Home computer there are about 6
user accounts. One of the accounts for some reason cannot run any
".exe" files. (the users has administrator rights). The error is:
"windows cannot access the specified device, path, or file. You may
not have the appropriate permissions to eccess the item". Virus scan
does not find any viruses. All other users can run all the programs
with no problems. Does anubody have any suggestions on how to solve
this one??

Thanks for the quick reply. That did not help. I checked the registry
and all the values compare to the values in the reg file you
suggested. If the problem was in that part of the registry it would
affect all users, right? What gets me is that 5 users (and if I create
a new user, the new user as well) run exe files fine. Its just this
one user that is affected.

P.S. if it makes any difference this is a Win XP home machine
