When I was going through the processes on my computer, I deleted a couple of
owner processes. Now my computer will not boot up and continues to go
through the boot cycle over and over. Is there any way I can get my computer
back to where it was without reformatting my harddrive and losing all my
things?

I typed in fixboot, then it said Fixboot is writing a new boot secotr. The
new bootsector was successfuly written. Then I typed in bootcfg, and it just
showed me some commands, so I have no idea what to do next.

The suggestion above will restore only the master boot record. It won't
replace missing files that you have deleted. However, the suggester was on
the right track. Boot using the XP CD. On the very first screen, press the
enter key to install WinXP, not the repair option. On the SECOND screen
choose the repair option. That will replace all missing system files.

When I did that it brought me to a screen where it said Partition 1 and
Partiiton 2 on drives C and D. When I chose a partition it gave me the
optino to format the partitionusing the NTFS File System or the (quick) NTFS
file systme. Then it said formatting will delete any files on the partition
so I really do not want to do that.

You selected Set Up which you don't need, here are the steps been given again:
Start with the CD then Press F8 to agree when on the Set Up Press Enter.
You will have three Options:
... Install on the Current Partition (s) press Enter
.... Press "R" to repair current installation
.... View the current Partitions.

You need to Press R to repair the Installation and follow the instructions.
HTH.
Let us know.

There is no option to Repair the current installation. Maybe it would help
if I said I was running XP Home edition.

Regarding "...a couple of owner processes" - what "processes"?

Also - regarding repair attempts. After bypassing Recovery Console repair
option and proceeding with setup - a screen should come up indicating that
setup found a Windows installation and lists it's location - you will then
be offered the option to select the installation for "repair" or fresh
install.

You make no mention of setup stating it found the current Windows
installation - if it did not do so there is no repair option! Only
reinstall.

You have to choose the repair option on the 2nd page of the cd install
screens.
