When I enter my user name and password on windows boot or from screen saver
after coming back to my PC, it always takes about 1 minute before windows
will authenticate. Why does this happen and how can I fix it?

I think it has something to do with some application that I installed
because before, it authenticate my user name and password almost immediately.
I even re-image my machine and the problem would go away; only to come back
at some point while I install back all my applications.

Well, you need to figure out what program is causing the delay. Do a
clean boot and then add programs back in, one at a time and testing
after each addition until you find the culprit.
