windows application

hey guys
i am new to c#. i want to create application that uses data from some
windows component or application.
for example i want to add new user to any usergroup.(Computer
Management)
that u can do following this steps
1.click on start menu
2.right click on my computer
3.click on manage

i dont know which API to use to get access to this compoenet..
i will appreciate any help
