Windows and DNS server settings

Can anyone confirm how Windows uses more than one DNS server
address in its configuration i.e. Does Windows try the next DNS
server if there is no resolution of the address, or only if there is
no response from the DNS server?

Additional DNS servers are queried only if the primary server is not
available.
