windows 7 power settings problem

hello,
i just got new pc with windows 7 premium & also other machine i clean
installed win 7 ultimate & seems to have a bug in i cant change my power
settings or sleep settings i
get mess you power plan infomation isnt available.

anyone have a soulition? i cant disable sleep mode or hibernation also.
