Windows 2K terminal services - max 2 connections

We have just set up a Windows 2000 server with terminal services.

When we try to connect to it using, Connect to remote desktop

It only allows for two connections. Is there something we missed?
I am not familar with the licensing but I thought if you bought 2000
server it came with terminal services.

Your server is in Remote Administration Mode. To support more connections
you must switch to Application Server Mode and install Terminal Services
Licensing Service + any TSCALs that you require.
