Windows 2003 Password

We are operating Windows 2003 Server with XP Clients. We have set a
group policy that states clients should:-

Password History = 12 remembered
Max Age = 90 days
Min Age = 30 days
Min Length = 6 characters
Complexity Requirements = enabled

However none of clients are able to change their passwords when they
need to. On the day of expiry they can change it then but not before.

Has anyone got a solution for this or any suggestions?

Especially with only 6 character passwords - try opening that up some more
to 8 or 10 or so, unless you have SAMBA shares they connect to and not using
LDAP/Kerbos to authenticate.
