Password Policy - GPO - Win2K3

I have set the following password policy on my "Default Domain Policy" GPO
within Windows 2003 Std.

Enforce passowrd history: 6 password remembered
Max pwd age: 90 days
Min pwd age: 60
Min pwd length: 8
Complexity: Enabled

I was under the impression with the 90 day max password age, I could set
this policy in place and not have to worry about the system asking users to
change their password for 90 out. I have users who are now prompted to
change their password according to the policy. What am I missing?
