Cannot Set Password Policy

Windows XP SR2. I am logged in as an administrator. The computer is on a
workgroup (by itself) called WORKGROUP. I want to change some of the
Password Policy parameters like Minimum Password Length, Maximum Password
Age, etc. However, when I go into Control Panel>Administrative Tools>Local
Security Policy>Account Policies>Password Policy and try to change the
properties on any of the parameters, the selection is grayed out and I cannot
change it. How can make the changes? Thank you for the help.

This workstation was part of a domain. I removed it from the domain and
joined it to the workgroup, which consists of itself.

Thank you for help in getting the Password Policy parameters ungrayed out so
that I can change them.

Another solution would have been to move the computer to an Organizational
Unit where the Group Policy setting was not applied to it assuming it was
not being enforced at the domain level and you can use rsop.msc on any
domain computer to what is the enforcing GPO for a particular setting.
