When I try to open a menu item, say for "internet
options", the window doesn't stay up long enough to select
anything and removes itself immediately. What can I do?

Update your anti-virus and run a full scan

If the application is opening briefly and then immediately
closing, the type of behavior you describe, which also often applies
to Taskmgr.exe and Regedit.exe, is typical behavior of more than one
virus/worm, the three below being the most common:
