Windows 2000 Terminal Server with completely blue screen when the application exits

I have a Windows 2000 Terminal Server and clients running the Remote
Desktop Connection client on Windows 2000 machines. I have a single
user who, when she exits out of a vertical app on the terminal server,
the application exits just fine but she has no icons or toolbar on the
desktop. She is then forced to disconnect from the session
incorrectly and I have to go in and log her off for her to get back to
where she can see icons again.

I have tried this same thing from my computer and it works just fine.
I can open and exit the application and the desktop remains. The only
difference between her and I is that I have Domain Admin privilidge
and she is a Power User.

Any Ideas?

Check which process is still running in the user session when she has
quit the application but still has the window open.
