Windows 2000 SP4 scrobj.dll in use error

I was performing a Service Pack Upgrade for a client's PC and the SP4
upgrade failed for the file scrobj.dll in use by another applicaion.
No other applications open at the time, only the installation. I
haven't been able to find anything of significance in Knowledge Base
or in Google Groups.. I was wondering if anyone else has seen this
issue or what can be done to get the SP4 upgrade to happen. This
occurs with the Express Installation online and also when installing
the SP4 upgrade from CD. Any information on this would be much
appreciated.

This *might* be caused by a permission/rights problem on the file/folder...

The permission/rights on the file/folder can be corrupt, missing or revoked.
Verify that e.g. Administrator and SYSTEM have full control over the
file.

Several other people have had this problem for Win2k SP3 upgrades as well as
WinXP SP1 , on other files, with the same error message. After they fixed the
access rights, the service pack install succeeded:
