Windows 2000 service status stopping after reboot system.

I restart server yesterday and today the Utility Manager
Service and Performance log Service have status stopping.
I try to end task these service but can't access. What is
the problem about this server and why these can't start
normally?
 
Event log does not shown any error because the services
are stopping. I think when its finished the error shown in
event log but I don't known when its finish. May I end
task these services?
