windows 2000 pro installation

Installed windows 2000 pro service pack 4.Does not give me
the option to standby at shutdown menu.Also when I do
shutdown I have to wait to hit my power switch to shutdown
because a message comes up, IT IS NOW SAFE TO SHUTDOWN
YOUR COMPUTER.Also the computer starts up by itself.Does
someone have answers for me.I was told that maybe my bios
or drivers need upgrading.

What is your HAL? Device Manager, Computer, ACPI? Standard? You might
have to update your BIOS. You won't have access to ACPI features w/o an
ACPI HAL loaded.
