Windows 2000 installer reinstallation

On one system we upgraded from Windows 98 2nd ed. to
Windows 2000, it says the Windows installer isn't working
and we've applied sp4 also. Is there another way to get
just the installer files to reinstall?
 
Don't upgrade; install into a clean partition. You end up
with a far more robust operating system.
