Windows 2000 high encryption disappears when computer is shut down

I'm running Windows 2000 Pro/SP4 with IE 6. I can't access
certain sites: for example, yahoo or hotmail. I can fix
this by installing the Windows High Encryption pack. After
I install that everything works fine, I can access my
email, etc. The problem IS that after I shut down my
computer and bring it back up the encryption has
disappeared and I can't access those mail sites anymore. I
have to re-install the encryption every single time I shut
down my computer. Does anyone know how to solve this
problem?
