IE 6.0 with 56 bit encryption

I have a user that has the following version of IE on his
computer with Windows 2000.

Version 6.0.2600.000
Cipher Strength: 56 bit.

We need him to be on 128 bit encryption. We tried
downloading and installing the 128 bit High Encryption
Pack from the Microsoft website. This did not work. Then
I had him try upgrading to IE 6.0 SP1, didn't work.
Finally, I tried having him run a repair on IE. That
still didn't work. I'm at a loss and can't figure out why
this user's version of IE won't upgrade. Any suggestions?

Encryption Pack Installation May Not Work If User GUID Is Too Long
After you install the Windows 2000 High Encryption Pack and it appears to
succeed, any program that relies on 128-bit security (such as Microsoft
Internet Explorer) may still report 56-bit security in use rather than
128-bit after you reboot the computer.

Problems with 128-Bit Encryption Pack After Uninstalling Service Pack 1
If you uninstall Windows 2000 Service Pack 1 (SP1) from a computer that has
Windows 2000 High Encryption Pack (128-bit) installed, the encryption may be
reduced to 56-bit.
