IE 6 encryption problem

I have a problem with a computer that is running IE 6.0. When a particular
secure website was accessed, an error message informing that 128-bit
encryption was needed to run the website came up. I checked to make sure
that the cypher strength was 128-bit encryption. I ensure that all the
latest windows updates were run on the computer.

The error message still occurred after these steps.

Can you tell me how to fix this problem?
