windows 2000 add/remove not working

i have microsoft windows 2000 server no active directory
installed on it suddnley add.remove program is no more
working from control panel ???

i update windows to ie 6.0 ??

pls. any patch i can excute to make it availble again or
may be its viruse and if it viruse how i can remove it
from windows ???
