I bought a computer from someone and it didnt come with anything on it the
HDD is wiped and it still has the Windows XP home edtion COA number on it so
i was wonder were i could download an .iso for installing it. One thats free.

There is no where that you can legitimately download WinXP. Contact
the computer's manufacturer for replacement installation media, if you
wish to make use of the OEM Product Key. Otherwise, buy your own license.

There is no where legal that you can download an Windows iso file from. But
you can borrow a cd from someone else to install it on your system. Your COA
sticker, does it say OEM on it? If so the regular Windows CD should not work
with those numbers and you may need to get the OEM CD for it to work.

Short Answer: NO There are no legal free ISO disks to download on any version of Windows.

You did not say what brand and model computer you have.
The "Big Name" computers (HP, Compaq, etc.) had OEM Windows installed and that copy belonged to that
computer.
The seller was obligated to give you that copy. But most likely they did not make backup disks and
do not have them.
But you might try www.restoredisks.com to see if you can buy a set of restore disk for your make and
model.

Other wise, if you can find one, you have to buy a Windows XP CD and use the COA that came with it.

Buyer beware.
