Unable to set Permissons on second disk

I am running on Windows XP home edtion with all of the most recent updates.
I have just installed a second hard drive. When I get inside of the
computer mangment console and go to the Local sharing and security area, the
option to "make this folder private" is shaded out. I am unable to select
it. I have tried creating a folder on the hard drive and the same thing
happens. I formated the disk the NTFS style. Please help me be able to set
permisions.
