WIndow XP Home boot problem - restart endlessly

I have a Dell i8100 laptop with Windows XP Home.
I did a XP critical update 3 days ago. Everything seems to be fine. It
has Antivirus 2002 installed but expired long time ago.
2 days ago there seems to be some error messages related to the
Antivirus 2002 and an error report was generated and sent to
microsoft.
I clicked to get to the Symantec website to renew subscription but
decided to cancel. When I clicked cancel the dialog box was still
there for me to click next so I click next and finished as if I had
renewed the subscription.
Upon restart the laptop took a long time to boot with the usual dark
screen with a bargraph and then the color XP screen. But it just go
back to reboot again to the dark screen with a bargraph and then the
color XP screen endlessly.

I tried to boot to safe mode but the screen just listed one file name
after another and then I think I briefly saw a blue screen with fatal
error and then it will restart again. Never been able to go to safe
mode.
Reboot with last know configuration it also restarted endlessly.

Totally understand the importance of antivirus software but I think
this may be related to the fact that I renew subscription and then
cancelled. When laptop reboot something may be missing that caused
this endless restart fatal error problem.

Is there anyway I can boot to safe mode and then run system restore?
The last thing I want to do is to re-install XP.
May be I should try repair first before re-install if it cannot be
boot into safe mode to do a restore?

Try doing a Repair Install of your Windows XP by booting from the
Windows XP CDROM and following the instructions at
http://michaelstevenstech.com/XPrepairinstall.htm

That should fix your Windows XP boot up problems while also preserving
your installed applications, user data files, and program
configuration settings. Windows Updates will have to be reinstalled.

WARNING:!!!!
Be very cautious about connecting to the Internet unless and until you
have verified that at least one of the following is true:
1. Your computer is on a network and connects to the Internet via a
router than includes a NAT firewall
2. The Windows XP built-in firewall is activated or a third party
firewall program is installed and running.
3. Windows XP Service Pack 1 has been installed (The Dell CD may have
SP1 incorporated if your computer is relatively new).
