Window won't boot

My friends PC is Windows XP with SP2.

When he starts his PC, Windows splash screen comes up on the Monitor.

Those dots streams for few seconds and then suddenly stops midway.

He tried rebooting several time but everytime same thing happens.

Can somebody suggest what is wrong with the PC and how to correct it?

That depends on the system changes (eg. HW/SW-installation) that he made
prior to the first encounter of this problem which you failed to post.

Try Booting into Safemode then do a system restore to nearest working point
