pc won't boot after sp3 install

friend called, has a pc installing sp3 on it, left it alone, came back
later and the pc was off.

Not sure if sp3 finished or not.

Tries to boot and gets the Safe Mode screen, but any option he picks,
Normal, Last Known, Safe, etc, the pc just recycles right back to this
screen.

Any suggestions?

Try safe-mode with cmd prompt,enter xp as administrator,in cmd type:
CHKDSK C: /F agree to restart,type:EXIT Restart pc.
