Window Resizing? Please Help.

Hello, I have had this concern with my computer that has bothered me for a
number of years, but never had the initiative to figure out how to fix it,
but now it is really bothering me.
When I open a new window, such as this one to make the post, one for a game,
or almost every chat box (not IM) such as support chats with restrictions on
window size.
Unlike when I am on somebody else's computer, or one at school, at home when
I open certain windows I open, the content in the back is bigger or more
spread out (usually flash content), and even if the browser or window is
completely stretched out or dragged to its furthest point, can not reach
parts I need (down or right). Such as in chats I can not reach the text box
to type in at the bottom, or on something like MyCoke.com where I can reach
the sign-in button on the top right.
Is this problem fixable, if so, please help.

Most well written programs remember their last used size and should start at
that size. Initial size can be controlled wiht a setting for each
shortcut's Properties, but only minimized, normal or mazimized.
Unless the program controls it, or the shortcut determines it, that's
about all there is. Instead of using the drag method, just use the maximize
and retore icons in the upper right of every window?
