Window focus problem

Hi. Whenever I click on an internet link in an email message or open a web
site from the run command, the window always opens behind the already open
browser windows. I would like it to open on top. The taskbar does blink
orange, but the window stays in the back. I am using Firefox 3.0.3 and have
it set to open new pages in a new window. Thanks for any help.

Change the Open new pages in a "New Tab" instead of a New Window. And Check
on "When I open a link in a new Tab, switch to it immediately"

I prefer not to use tabs. This is a recent problem. It wasn't like this
until recently.
