If your system is slow, it isn't because of the combination of these two
products. In my experience, Norton is successful at disabling Windows
Defender without any further action on your part. I would tend to blame the
slowdown on Norton, but I am told that the newest version of their product
is far more efficient in its use of system resources than some older
versions, and I don't have direct experience with this version.

If your system is clean (of malware), it might well benefit from additional
ram. If it isn't a laptop, this can be relatively inexpensive, and not too
hard to install.

I'd follow Dave M's advice first--check using some online scanners for
malware in place. If you believe the machine is clean, you might try
uninstalling Norton, to see if the machine returns to its normal level of
performance.

If it does, and you wish to keep Norton, I'd get more ram.

(and be sure to keep a firewall active, and antivirus in place as much as
possible while doing this test.)
