Window contents while dragging always disables on it's own!

Each time I enable "Windows contents while dragging" it resets itself to outline after a reboot. How do keep this feature enabled
I have enabled the feature thru right clicking the desktop and in the My Computer advanced features dialog settings (Which reset my desktop to the default settings - lost all my custom colors).

If you have a Dell PC, then the problem is due to "Dell User Experience" utility / software. Check with Dell Technical Support to sort out this problem. (Courtesy of David Candy)

Do you have a Dell? Uninstall the program Dell Media Experience (use the
Add/Remove Programs applet in Control Panel). This seems to be a known
issue for this particularly useless program.
