Window Bar only no window screen

Last four days whenever I click a link in a website, the
new open window appears on the task bar. When I click to
open, it will only open on the 2nd try. Then the Window
bar is displayed but nothing else. I have to maximize to
view the window. What is causing this?

Open such a window.
Don't choose Maximize.
Close all other windows.
Right click the entry and choose Restore (if it isn't grayed out).
Right click its entry on the taskbar and choose Size.
Use the arrow keys to make it the size you want.
You may have to use a right click on the taskbar an choose Move to get the
top onto the screen.
Close it that way, making sure that it is the last IE window closed.

This solved the problem. In looking at the discussion
group, I would think that there was a security patch code
written incorrectly that has caused this to happen. Is
this the case?

Nope. It's always been like that. Windows remembers the size of the last
closed window for a program. There's a limit on how many it can remember,
so you may have to repeat the process if you run enough different programs.
