Win98 and NT cannot change password

another administrator on our network had a novice tweak
permissions for some stupid reason. Now Windows 98 and NT
users cannot change their passwords. they are prompted to
but denied access. I cannot find what the kid did and
undid, leading me to believe he had way too much time
trying differnet things out. we have two lcations connect
by a firewall to creat a VPN. hte HQ never had this
problem before, b ut the other did with 98 and NT, but
nnot with 2k or XP. there seems to be too much in the
database about this.
 
Win 98 and NT contact a server holding PDC FSMO role to change password, so
the problem may lie in server holding PDC role being unavailable.
Was the kid tweaking the server or the clients ?

he had access to the the server, he may have logged onto
the domain server via terminal services.

he did not have access to the workstations.
