I keep getting the following error message:

STOP: 0X0000008 (0XC0000005, 0XBF83795, )XB670FA68, 0X00000000)

win32k.sys ADDRESS BF837895 BASE AT 800000, DATESTAMP 45f013f6

Can anyone tell me what this means?

This is likely caused by hardware malfunctioning or bad driver.
Try to look in the Device Manager for the CD/DVD-ROM and see if it
malfunctioning or a Bad RAM, also USB storage.
You may have a bad RAM try to test your RAM by running Memtest by
downloading this tool and unzip it and make a floppy or CD/DVD and run it on
Reboot.

You may need to reposition/reset the RAM sticks in their slots.
Scan your computer fro malware and Viruses by whatever software you have.

Is this part "0X0000008" of the Stop Error message correct as it is
normally slightly different?

Have you recently made any hardware changes? When was the computer new?

Are you certain that you have recorded the error message correctly?

STOP 0x00000008: IRQL_NOT_DISPATCH_LEVEL is a relatively rare error
and there is very little documentation about it, even on the Microsoft
web site.
