win2000 restarts instead of shutdown

hi my win 2000 pro restarts when i want it to shutdown. it
takes 2 attempts before it finally shutsdown. Anyone any
idea why this happens and how to stop it?
 
Has it always been this way? If not, can you think of anything that changed
before this behavior began? Are you running an anti-virus? The recent Sasser
virus interferes with normal shutdown.
